Data Purchasing problem

I Have 2.23 Taka in my account.But i am not able call anyone if I call some one then they say my balance is insufficient.Then i Tried to buy 55Mb data pack.But I Was not able to buy.

    I think the pay as you go option on your SIM is turned on, which might be the reason.
